You can rent a car in most any beach resort town or border city and generally any state capital. You’ll find small local operations as well as huge national companies (Hertz, Avis, Budget, etc.) offering a variety of vehicles. They usually require a valid driver’s license, passport, major credit card, and often times a minimum age of 25.

The most economic and probably the best non 4x4 option is the VW bug. Its engine is air cooled, in the back for better traction, and the frame has better than average road clearance. VW's are extremely easy to find and should run between $30-50 for a bug, $40-60 for a jetta, $50-70 for a van. Various Nissan and jeep vehicles are usually easy to find as well and usually a bit more expensive.
